Abstract: The Housing Development Board recently unveiled the master plan for the development of Punggol Bay District. This coastal residential area will feature around 10,000 new housing units, with approximately 70% being public housing. The first two Build-to-Order (BTO) housing projects will be launched next year.

Punggol Bay District is situated on a reclaimed land area between the eastern section of Coast Road, Punggol Way, and East Coast Parkway, covering 60 hectares. It is adjacent to East Coast Park and will house two new MRT stations.


According to the HDB's plan, the first two BTO projects to be launched next year will include approximately 1,400 two-room, three-room, and four-room units, facing either East Coast Park or the town of Tampines. These units will feature floor-to-ceiling windows, allowing residents to enjoy views of the sea or the cityscape. Additionally, the structural beams and columns within the units will be placed at the edges, enabling residents to flexibly arrange the space according to their preferences and needs.


Punggol Bay District will introduce a main thoroughfare named "Punggol Boulevard," flanked by various amenities such as shops, dining facilities, supermarkets, medical services, recreational and sports facilities, aiming to create a livable residential area for the residents.


Furthermore, a 400-meter-long bus priority corridor will be set up on Punggol Boulevard, along with pedestrian walkways, dedicated cycling paths, and wider covered walkways, promoting green commuting.


The authorities plan to transform the drainage canals along the eastern section of Coast Road into pedestrian walkways and create a network of cycling and walking paths within the district to connect to the island-wide cycling network, facilitating travel and cycling around the island.

Two new MRT stations, Punggol and Tampines South, will be established in Punggol Bay District, with most residents only a five-minute walk away from the MRT stations. The authorities also plan to develop integrated developments in the area, connecting Tampines South MRT station with a new bus interchange to provide residential units, retail, and dining facilities, further enhancing convenience for residents.


A 3-hectare central park will be developed in Punggol Bay District in collaboration with the HDB and the National Parks Board, extending from the northern to the southern parts of the district, providing lawns for picnics and strolls. Linear parks will also be created within the residential areas, integrating with the coastal design, and nearby playgrounds will be themed around the local geography and cultural heritage of Punggol Bay District.


Several footpaths will be established to encourage residents to walk and explore the facilities within the district, providing various interactive and educational recreational spaces suitable for people of all age groups.


To adhere to the vision of sustainable development, Punggol Bay District will incorporate various sustainable design features and smart infrastructure. The HDB will conduct analyses on wind flow, temperature, solar radiation, and daylighting to create a green and comfortable living space through urban planning and design.


For instance, modeling software such as comprehensive environmental modelers will be used to analyze wind flow, achieving optimal natural ventilation effects. Additionally, daylighting analysis will aid in planning the optimal positions for outdoor facilities such as playgrounds and fitness corners.


The first two BTO projects to be launched next year will also feature solar roofs and pneumatic waste conveyance systems.


The public can visit the HDB Hub in Toa Payoh from this Thursday to view the exhibition of Punggol Bay District and provide feedback. The exhibition will continue until the end of next year.
