With the launch of the Pre-Buy HDB sales campaign in August this year, the new First Time Buyers (Parents and Couples) category will be given three chances in the ballot when applying for a Pre-Buy HDB flat or a remaining HDB flat.
To be included in this category, the purchaser must be
1. Families with at least one child aged 18 and under
2. Couples aged 40 and under.
They have never owned or sold any residential property and have not had the opportunity to purchase a pre-purchased or surplus HDB flat in the past five years. This category accounts for about 10% of all first-time buyers.
In addition, all first-time buyers who have failed to apply for two consecutive pre-purchase HDB flats in non-established towns will continue to be eligible for an additional lottery opportunity.
The Parenthood Priority Scheme (PPS) will be expanded and renamed the Family and Parenthood Priority Scheme (FPPS) to include young couples who do not yet have children. The quota for HDB flats will be adjusted to reserve up to 40% of the pre-purchased HDB flats and up to 60% of the remaining HDB flats for the FPPS.
First-time buyers (parents and couples) who apply for four-bedroom or smaller pre-owned HDB flats in non-established towns will also be given priority in the allocation of flats reserved for FPPS.
