Abstract: Recently, the Housing & Development Board (HDB) has noted an increase in the number of real estate agents applying for Notices of Eligibility to Purchase, and has issued a reminder that unauthorized agents are prohibited from contacting sellers through the HDB resale flat listing platform.

The number of real estate agents applying for Notices of Eligibility to Purchase has seen a significant rise. In response, HDB has emphasized that agents must not contact sellers through the resale flat listing platform without client authorization. It is mandatory for sellers to demonstrate clear intentions to sell before listing their units on the platform, while buyers must hold valid Notices of Eligibility to Purchase to access seller information.


Since the launch of the resale flat listing platform on May 13, over 900 HDB units have been listed for sale. Concurrently, HDB has observed a sharp increase in the number of real estate agents applying for Notices of Eligibility to Purchase. According to notifications received by real estate firms from HDB, there has been a notable surge in applications for Notices of Eligibility to Purchase recently. HDB explicitly states that real estate agents are not permitted to contact sellers through the resale flat listing platform, particularly when in possession of Notices of Eligibility to Purchase.


With the full rollout of the resale flat listing service, prospective buyers and real estate agents can view property listings on HDB's platform and contact sellers through the website. However, HDB will take stringent actions against agents found violating these regulations, including prohibiting access to the resale flat listing site and reporting to the Council for Estate Agencies for further investigation.


A spokesperson for HDB highlighted that applications for Notices of Eligibility to Purchase typically surge ahead of each sales exercise, such as the upcoming June launch of new Build-To-Order flats. In May alone, HDB received approximately 15,000 applications for Notices of Eligibility to Purchase. Therefore, resources need to be allocated sensibly to prioritize assistance for genuine homebuyers with purchasing needs.

To ensure fairness and effectiveness on the resale flat listing platform, HDB stresses that sellers must have a genuine intention to sell their flats before listing. Prospective buyers can browse listings on the resale flat listing platform, but only those with valid Notices of Eligibility to Purchase can obtain seller contact information and arrange viewings.


For any suspicious activities, sellers or buyers are encouraged to report through an electronic feedback form to HDB, providing relevant details. HDB will investigate all feedback received and take necessary actions where warranted.


The spokesperson reminded potential homebuyers that Notices of Eligibility to Purchase are valid for nine months. During this period, they can apply for new Build-To-Order flats or purchase resale units. The new resale flat listing platform enhances market transparency and streamlines transaction processes, benefiting both industry stakeholders and the public in the long run.


It is advised that homebuyers complete the initial assessment of their eligibility, housing grants, or housing loans before proceeding to apply for the Notice of Eligibility to Purchase letter.
