Abstract: On 28 April, HDB issued a letter stating that the HDB flat purchase process will be significantly simplified from 9 May onwards.

Home buyers will receive a HDB Flat Eligibility Letter (HFE) valid for six months when they apply to buy a flat, instead of the current Home Loan Eligibility Letter (HLE).

 

The letter will include the purchaser's eligibility to purchase a new HDB flat or resale HDB flat, the CPF housing grant and HDB housing loan amount.

 

From 9 May 2023 onwards

 

a) apply for a flat from HDB during the sales launch or open reservation of flats; or

 

b) when the Right to Purchase (OTP) is obtained from the seller and when the application for resale is submitted to HDB

 

In both of the above cases, the purchaser must have a valid HFE in order to continue with the necessary procedures.

 Easier to buy a home in Singapore from now on?

Step 1: Initial HFE Check

 

Homebuyers will need to use their Singpass to log into the HDB website and retrieve their personal data and declaration information from Myinfo, including household income and ownership of private properties.

 

Based on the information provided, HDB will provide applicants with an immediate preliminary result, allowing them to quickly find out if their household is eligible to purchase a flat, receive CPF housing subsidy and accept a HDB housing loan.

 

Applicants who are interested in purchasing a flat can proceed to the next step of applying for an HFE letter, which needs to be completed within 30 days.

 

Step 2: Apply for an HFE Letter

 

To apply for an HFE letter, all applicants can continue directly from the previous step. They will also be directed to upload supporting documents if required.

 

Within 21 working days of HDB's receipt of the completed application, applicants will receive an HFE letter informing them of their eligibility to purchase a new and/or resale flat and the amount of CPF Housing Grant and HDB Housing Loan they are eligible to receive.

 

Applicants will be notified of the HFE disbursement via a newsletter, which will then be available on HDB's website.
