Abstract: A 3-bedroom HDB flat in Bidadari is attracting attention as it is being rented out for $4,100 per month.

This is in Singapore, where any HDB flat that has not been occupied for five years cannot normally be rented out.

 

Completed in 2021 in the Alkaff area, Bidadari is a fairly new subdivision.

 

It consists of four areas: Alkaff, Bartley Heights, Park Edge and Woodleigh.

 

According to the 2021 press release, Alkaff includes three projects: Alkaff Vista, Alkaff LakeView and Alkaff CourtView.

 

These projects are the first HDB flats to be completed in Bidadari. They will be completed in different phases between 2019 and 2021.

 

According to the listing, the three-bedroom Bidadari HDB flats for rent are part of the Alkaff Oasis project, which will be completed in 2021.

 

This also means that the HDB flat is only two years old at most and has at least three years to go before it reaches the Minimum Occupancy Period (MOP), which should not be rented out if the current regulations are followed.

 

In response to media enquiries, HDB said that in "very exceptional circumstances" HDB flats can be rented out before the MOP, but only with HDB approval.

 

Some of the "exceptional circumstances" include owners who are sent overseas for a period of time for work or study.

 

The HDB cited another example of a three-bedroom HDB flat in Bidadari, from the Alkaff Crescent project, which was allowed to be rented out before reaching the MOP because the owner was overseas.

 

"Other exceptional circumstances include allowing the owner to rent out the entire HDB flat during the MOP for medical reasons or financial hardship."

 

However, the HDB did not specify whether the Alkaff Oasis HDB flats fall under such circumstances.

 

HDB said HDB flat owners facing special circumstances can apply in writing and they will assess these applications and process whether to allow the HDB flats to be rented out on a case-by-case basis.

 

If the application is successful, HDB says that the owner can only rent out their HDB flat for one to two years.

 

In addition, the rental period will not count towards the MOP period, which will only resume when the owner actually occupies the HDB flat.
